Colombia’s Top Cities for Tech Talent & AI Development: Bogotá, Medellín, Cali & Barranquilla

Written by | Jun 26, 2025

As the Colombia Operations Manager for AgilityFeat’s nearshore staffing and software development services, I’ve had the opportunity to closely observe how technology is taking a leading role in the development of various regions of the country. The Colombian tech community is not only adopting emerging AI technologies, but it is also creating the conditions for these technologies to positively impact sectors such as healthcare, education, industry, and government.

Cities like Bogotá, Medellín, Cali, and Barranquilla are at the forefront of this process, each from its own context but with a shared goal: to become innovation hubs that connect local talent with global needs.

Map of Colombia

Bogotá: Capital of Tech Talent

Bogotá concentrates a significant portion of the country’s digital talent. With a strong university presence, innovation hubs, and tech-based companies, the city has developed a mature community around data science, software development, and artificial intelligence.

On the public side, AI solutions are being integrated into mobility, citizen services, and public health. At the same time, locally trained language models are being explored for applications in process automation, text analytics, and user experience in Spanish. The capital is solidifying its position as the main engine of the national tech ecosystem.

Medellín: Innovation Ecosystem with a Global Vision

Medellín: Innovation Ecosystem with a Global Vision

Medellín has transformed its industrial past into a narrative of technological and social innovation. Initiatives like Ruta N, innovation centers, and university, business, and government collaboration programs have shaped a solid ecosystem driving AI-based projects, machine learning, and sustainability.

The city stands out for its ability to implement emerging technologies in education, logistics, and healthcare. There are active communities working on natural language processing, generative AI, and the adaptation of LLMs to Spanish-speaking contexts, all framed by a vision of inclusive and sustainable growth.

Cali: AI with Social and Economic Purpose

Cali: AI with Social and Economic Purpose

Cali has found a strategic path in the healthcare sector to drive the development of artificial intelligence. Its ecosystem, fueled by universities and innovation centers, is already advancing in projects for automated diagnosis, medical image processing, and disease prediction using AI models.

The city is also showing sustained growth in industries such as BPO (Business Process Outsourcing) and KPO (Knowledge Process Outsourcing), which not only strengthen the regional economy but also create employment and expand opportunities for large-scale technological integration.

Barranquilla: Digital Projection from the Caribbean

Barranquilla: Digital Projection from the Caribbean

Barranquilla is positioning itself as the digital hub of northern Colombia. Its business transformation strategy, along with investments in tech infrastructure, has driven the development of AI-based solutions applied to commerce, customer service, and educational services.

With a strategic location, international connectivity, and a growing business ecosystem, Barranquilla has the potential to become a key center for experimenting with and training language models adapted to Caribbean and Latin American Spanish.
